For CIOs and CTOs, the explosion of generative AI capabilities represents a profound challenge of discernment—navigating a chaotic ecosystem where the pace of experimentation exceeds the pace of comprehension—even for the experimenters themselves. The underlying question has shifted from ‘What’s new?’ to ‘What deserves our attention right now?’
This moment is thrilling—and borderline unmanageable. The cost of experimenting has collapsed, which is fantastic for engineering creativity but overwhelming for strategic focus. The result? FOMO and FOBO (The HFS framing—Fear of Becoming Obsolete) are the default emotional states for technical leaders. You need a form of curated curiosity to handle those fears and accelerate your own embrace of the technology.
What makes this so hard is that many of the most compelling innovations today don’t come from established vendors. They’re open-source, community-led, or shipping in stealth from second-tier disruptors. They’re not yet on your procurement radar—but your engineers already know about them. You need a way to engage with this moment constructively. Not by slowing down but by tuning the antenna.
At HFS, we’ve developed a simple framework to help CTOs, CIOs, and innovation leaders cut through the chaos without closing off curiosity. We call it C.O.D.E.— a lens to evaluate AI innovations as they emerge without losing the signal amid the noise (see Exhibit 1).
C.O.D.E. is a rethink of how innovation is evaluated. Most of your evaluation frameworks were built for periods of stability. C.O.D.E. is built for the period of rapid, uncertain, but necessary experimentation we are facing.

Does this innovation solve a real problem you face? Even the most dazzling capability must be filtered through your own enterprise context. Will this accelerate a core workflow? Help tackle a known bottleneck? Or is it solving a problem you don’t really have?
Tip: Assign a business sponsor to every tech pilot—if no one’s willing to own it, it’s probably not relevant right now.
Can we safely test or integrate this quickly? Not every innovation needs a six-month business case. Prioritize solutions that are easy to pilot—those with clear documentation, working APIs, or open-source repositories (see Exhibit 2) that your teams can engage with in days, not quarters.
Tip: Build a fast lane for low-risk experimentation—including clear policies on sandboxing, compliance, and sunset decisions.

Does this have staying power—or at least momentum? You won’t always know what will last, but you can look for signals: active GitHub communities, integrations into trusted ecosystems (e.g., LangChain, Hugging Face, OpenAI APIs, Anthropic’s MCP, Google’s A2A), credible VC backing, or early enterprise adopters.
Tip: Encourage teams to score innovations on a simple momentum index (e.g., GitHub stars, contributors, updates per month, etc.).
Do you have a repeatable process to explore and evaluate? The biggest mistake is treating this as a one-time strategy sprint. What you need is a durable exploration loop—a team or mechanism that regularly curates, tests, discards, and/or integrates new capabilities into your roadmap.
Tip: Stand up a rotating ‘AI Council’ or ‘Emerging Tech Squad’—cross-functional, mandated to explore the new, empowered to make swift decisions, and meeting weekly to review what’s worth testing next.
